The following telegram has been received from
the Secretary of State for the Colonies and is hero
with repeated:-

With reference to my telegram of 28th August,
relating to Trading with the enery in China, etc. it
has been decided that a White List should be drawn up
of all firms whether British, Allied or Neutral who
usually import goods from the United Kingdom into China and Siam and are above suspicion and that ship-
ment of goods to any firm in the countries named which is not on the White List should be prohibited. The
object of this is to carry out the Proclamation of June 25th and to prevent enemy fims in Chine and
Siam continuing to trade under an alias whether
neutral or otherwise.
Accordingly a Proclamation has been issued under the Customs (Exportation Restriction) Acts September 24th which prohibits the exportation of all articles to China and Siam unless they are consigned to such persons or bodies of persons as may from time to time be notified by order of the Secretary of State for Foreign Affairs or of the Board of Trade to be published in the London, Edinburgh and Dublin Gazettes. Persons and bodies of persons so notified will con-
stitute a White List for China and Siam respectively.
If any person desires to export to any firm not included in the White List or if any firm not includ-
ed in the list desires to be placed on the list the
application will be referred to the Consular Officer
of the port concerned.
